Bilateral Agreement on School Sector Reform Program signed between Norway and Nepal

27/11/2009 // Today the Norwegian Ambassador, Mr Thor Gislesen, signed an agreement with the Government of Nepal pledging Norway’s support to the School Sector Reform Plan for the next five years.

By this, Norway highlights the importance of the role of education in Nepal’s development, emphasising that an educated people is a precondition for the success of any other intervention to reduce poverty and improve living conditions in the country.

The program will also be supported by numerous development partners who will pool funds with the Government to support the program through a Sector Wide Approach.

The cooperation will contribute to efficient and effective implementation of Nepal's School Sector Reform program, with special emphasis on gender, inclusion of disadvantaged groups and quality of service delivery. The cooperation is based on a shared dedication to achieve the Millennium Development Goals (MDGs).

Education remains one of the main priority sectors for Norwegian development assistance. Norway and Nepal have a long history of development cooperation in the field of education.
The planned support of USD 30 million from Norway is presented with a finance plan which will require a steady increase in the level of funding over the five years of the programme period. The increase is deemed necessary to ensure implementability of an education plan that will be an essential element of national peace building and to ensure inclusion measures and targeted efforts that will allow access for all children to quality education.

Through its development support Norway aims at assisting Nepal in reaching its objectives of sustaining peace, reducing poverty, and building an inclusive New Nepal based on democratic principles, human rights, and social and economic equity.
